Description
In the process of constructing the new Homeland Security Headquarters several pile drivers begin extremely loud banging at around 7:00 am. Residents cannot open windows or sleep due to the loud noises that go on all day. The backing-up alarms on the many trucks beep all night. The loud noises are probally necessary but should start later in the day. I wonder if this volume of noise would not be abated in other parts of the city.

According to DC Department of Consumer & Regulatory Affairs (DCRA), you can call 202-442-STOP during the day and 311 at night and complaint gets routed to on-duty inspector.
DCRA would have the expertise to look into the site you reference. You should give them a call.
I briefly looked at the regulations - and I'm certainly not an expert on any of them. Allowable noise depends on the loudness, time of day and whether the project obtained any exemptions. From what I could see, there is no specific difference in the regulations that changes depending in which part of the District you live.
